Brief of Incident:
UIN-11170348 late ASI/GD N. Binoy Meetei, Age 40, was deployed with team 12-P Imphal at base camp i.e. Mt Esii Hills Mao Senapati District, Manipur for dousing operation of forest wild fire at Dzukou Valley. On 04.01.2021 the team (including the deceased) continued the forest fire operation at eastern side of Mt. Esii Hills from the base camp which ended up at 1600 hrs on that day. The weather condition in the entire eastern side of the Mt Esii Hills was extremely cold and strong chill wind blows continuously. On 05.01.2021 at around 0630 hrs he was found unresponsive in his tent. At around 0745 hrs after examination by Dr. H. Dilip Singh, GDMO of 01 NDRF. Late ASI/GD N. Binoy Meetei was transported to the Senapati District Hospital by Ambulance of 01 NDRF and escorted with Police and Medical vehicle of Mao Subdivision for further higher investigation where he was declared brought dead by attending doctor. As per Court of inquiry, the death of the individual was treated as on duty death while he was on active duty and was deployed particularly for the active operation i.e. dousing forest fire at Mt. Esii Hills, Manipur where weather condition was also very cold. As per the post mortem report of JNIMS hospital Imphal the actual cause of death is The post-mortem findings and histopathology reports are suggestive of death due to dilated cardiomyopathy associated with eorrhosis of liver. Natural death However, viscehas have been preserved to rule out common pairons.
